Step free is preferred for ease of transfer to avoid frustrating others. There is no point in taking Connect, which runs twice an hour and will deposit you in the wrong part of London. You can make the change at Green Park step free by using the escalator from the Piccadilly line platform to the ticket hall then back down to the Victoria line platform, but you will need to climb stairs at Walthamstow Central station from the ticket hall to street level. At that latter station there are three steps from the platform to the ticket hall then a very small lift at the far right side of the ticket hall up to the rail station concourse.
If your destination is the TL Walthamstow it is adjacent to an entrance to the station - for the lines towards Liverpool Street. It's step free from the train to the ticket hall for trains towards Chingford but you'll need to walk to Hoe Street then around to the far side of the station for the TL. You can take the Picadilly line all the way from Heathrow to Finsbury Park , no steps 5 second walk to the next platform which is the Victoria line which takes you all the way to Walthamstow.
Easy and hussle free for sue. You've just reminded me on an overdue trip to the market! Enjoy London. Thanks for the advice, I was also considering Liverpool St Overground connection. While Im quite capable of lifting my suitcase up stairs its always good to avoid if possible particuarly where its busy. Im arriving Saturday evening 7pm so at least not weekday peak hour.
If you do decide to travel from Liverpool Street, there should be four trains an hour towards Walthamstow Central. They will almost certainly leave from a low-numbered platform, 1 or 2, a little to the left as you leave the Underground station, but double check the departures board over the concourse.
Heathrow to Finsbury Park , no steps 5 second walk to the next platform which is the Victoria line which takes you all the way to Walthamstow. An easy " Hammersmith like" cross platform change to the Victoria line. And very frequent trains from Finsbury Park every minutes.

At Walthamstow Central there are lifts to take you from the top of the escalators to the bus station. However if you are heading to the Travelodge, the direct route is to turn right after going through the barriers, and then there will be a short flight of stairs to negotiate, which will bring you into the station forecourt and the hotel.
